Re-enqueues case.created events that occurred since a specific timestamp.

Use this to: • Recover from webhook endpoint downtime • Backfill events after fixing endpoint issues • Re-process events after webhook configuration changes

Note: This only replays events to this specific webhook, not all creditor events.
